Why Is Google Spending So Little?

Quick answer

Usually because the campaign is new. Agency AI starts the Performance Max campaigns it builds for you with a cautious target ROAS, set above the target you gave us, so a new campaign doesn't overspend while Google learns. The trade-off is slow spend at first.

Give it 1 to 2 weeks. If spend is still low after that, lower the target ROAS. Message your AI Strategist: "Lower the target ROAS on my Google campaign to 3." Or click Apply recommendation on a Google target ROAS recommendation when one appears.

1. Give it 1 to 2 weeks

Google's bidding settles over 1 to 2 weeks after a launch or a target ROAS change. Spend often starts low and climbs. Each target ROAS change starts that settling period again, so avoid changes in the first week.

2. Lower the target ROAS

Target ROAS is the main brake on Google spend. The higher it is, the fewer auctions Google will bid in. Lowering it lets Google bid more often, so spend and sales volume go up and the return on each sale comes down.

  • Ask your AI Strategist (fastest): "Lower the target ROAS on my Google campaign to 3." It shows a card with the change. Click Approve.
  • Apply a recommendation: when Ad Performance Recommendations on the Agency AI home page shows a card titled Decrease tROAS on your campaign, click Apply recommendation. In the AI Dashboard the same card is on Growth Plays, with Apply.

Target ROAS recommendations don't appear in a campaign's first 7 days, or for 7 days after a budget or target ROAS recommendation is applied to it. In that window recommendations won't suggest it. If spend is still low after the first week, ask your AI Strategist.

Lower it in steps, keep it at or above your break-even ROAS, and give each change 1 to 2 weeks. See Where your break-even ROAS and target ROAS come from.

3. Small budgets deliver unevenly

On a small daily budget, Google's daily delivery jumps around. If you run Meta and Google together on less than $70/day in total, each platform gets a small share. That's allowed (running both needs at least $35/day), but $70/day or more is where both perform well. Other currencies use the same thresholds, converted at the current exchange rate.

Budget guidance: Recommended minimum budgets.

4. Check Merchant Center

Performance Max needs approved products in Google Merchant Center to show Shopping ads. If products are disapproved, or the feed isn't linked, Google has fewer places to spend. Check product status in Merchant Center. Setup and fixes: Setting up Google Merchant Center.

5. Early ROAS reads low

Google keeps adding conversions for several days after a click. The last few days always look worse than they'll end up. Judge the campaign on a full week or more, not on yesterday.

6. A bigger budget rarely fixes it

Your daily budget is a cap, not a spend target. If Google is spending well under it, raising the budget changes little, because the target ROAS is what's holding spend back. Raise the budget once Google is spending close to it and returns are healthy.

Check what Google is spending

  • Ask your AI Strategist: "How is my Google campaign pacing against its budget?"
  • Open Manage ads and the Google Campaigns tab for Budget, Cost and ROAS in the selected period. The budget is read-only in the Shopify app. Change it in Manage ads in the AI Dashboard, or through your AI Strategist.
  • In the AI Dashboard, open Performance and the Google view for spend over time.
